Harddrive Reconition Problems

I've been searching online and have seen many things where it says to create new partitions, but from what I understand that will delete all the data on the existing drive, However, if I right click on the drive, the only option that is active (bold faced) is Delete Volume. External Hard Drive Not Detected

I just needed to change the letter path on my external ssd after I reformatted it like 3 times for the computer to recognize it again.
